Project organization and management

The PEA has allocated an international expert to be the Project Manager. He is managing the execution of the Project in direct cooperation with the UNIDO Field Offices in Ethiopia and Kenya, which are utilized for financial project administration and coordination activities to serve the Implementing Agencies (IA) and other stakeholders.

The major line ministries involved in the project execution are:

» Ministry of Trade and Industry (Ethiopia and Kenya)

» Ministry of Agriculture (Ethiopia)

» Ministry of Environment and Natural Resources (Kenya)

The ministries mentioned above are directly involved in the National Project Steering Committees (NPSC); UNIDO as PEA has standing agreements with the Ministry of Trade & Industry in Ethiopia and Kenya in respect to tax exemption for project expenditure.

In each participating country a NPSC has been established, composed of the line ministries as described above, the respective IA’s, one representative of the Chamber of Commerce and two representatives from the private sector. The National Project Coordinator serves as the Secretary of the NPSC, calls for regular meetings and reports to the Project Manager. The NPSC’s supervise the implementation of project activities within their respective countries and conduct the short-term planning according to the national project work plan, under the directives received from the Regional Project Steering Committee (RPSC).

The RPSC is composed of the Project Manager, the NPSC’s from Ethiopia and Kenya, a representative of the SB and a representative of CFC. The Project Manager convenes meetings of the RPSC once a year
